Slave Patrols: Beginning in South Carolina in 1704, slave patrols were the first organized law enforcement in American history. Their purpose was to control enslaved people — capturing runaways, suppressing rebellion, entering any property without warrant, and terrorizing Black communities into compliance. They operated on suspicion of identity. If you were Black, that alone was probable cause. Your face was the crime.
